Household Garbage, Solid Waste, Scrap Tire, Nuisance Enforcement

Registered Environmental Health Specialist’s (REHS) with our department inspect and issue due-process orders in accordance with Ohio Laws and Rules.

Board of Health declared nuisances regarding the placement and accumulation of household garbage, solid wastes, and non-rim scrap tires on private property will be inspected and ordered remedied according to ORC 3707.01 ORC 3709.21

All complaint forms must be signed and dated.  All nuisance complaints are public records.  Our department does not accept anonymous complaints regarding public health nuisances.

Solid Waste and Construction and Demolition Debris

Disposal Facilities in Perry County


 

Inspectors from the Perry County Health Department in coordination with the Ohio Environmental Protection Agency, license and inspect Solid Waste and Construction and Demolition Debris landfills located in Perry County.  Our inspectors are on site at each facility monthly, monitoring facility operations to assure that they align with requirements in the Ohio Revised and Ohio Administrative Codes.

 

Recycling Operations



Facilities that recycle, process, and repurpose materials in Perry County are registered and inspected locally to assure operations are clean and nuisance free.  Recycle facilities do not include junk, scrap, or salvage yards.

Infectious Waste Generators


Environmental Health Specialists with our department, along with the Ohio Environmental Protection Agency (OEPA), inspect facilities that are registered with the OEPA as infectious waste generators.  Inspectors assure handling, storage, and disposal of infectious waste and sharps are performed according to Ohio Rules and Laws.  Registered facilities are inspected annually. 

Types of facilities may include: Nursing Homes, Doctor Offices, Blood Draws, and Emergency Urgent Care.

 

Scrap Tire Collectors


Facilities that collect and store scrap tires must comply with Ohio’s scrap tire handling, storage, and disposal rules.  Facilities are periodically checked by inspectors with our department as well as the Ohio Environmental Protection Agency.  Facilities must prevent standing water in scrap tires, as well as fire hazards associated with scrap tires.
Types of facilities may include: Automotive Repair, Tire Shops, Sport / ATV Repair, and Auto Dealers.

Scrap Tire Collection Events and Mosquito Control


The Perry County Health Department, with funding provided by the Ohio Environmental Protection Agency – Mosquito Control Grant, holds periodic scrap tire collection events that are free to the public, while funding lasts.  Events are announced on the Perry County Health Department’s Facebook page, on local radio, and through community posted flyers.  Also visit the Perry County Health Department’s Vector Control page for more information about mosquito and other vector surveillance and control.  For more information regarding the Ohio EPA’s Mosquito Control Grant

 

Waste Hauling (Voluntary)


Owners and Operators collecting and hauling household garbage, solid waste, construction and demolition debris, or any materials being disposed of at a licensed facility, can register their business contact information with our department.  Registration is updated annually.

Junk, Scrap, Motor Vehicles, Salvage


Ohio Revised Code Sections 4737 for Junk Yards and 4738 for Motor Vehicle Salvage regulate scrap, junk, and salvageable materials, and the businesses associated with these practices. 

 

The Perry County Auditor, the Perry County Bureau of Motor Vehicles and the Perry County Sheriff’s Office have the authority to regulate these practices and entities.  Anything that is considered junk, scrap, recycle, or salvageable falls into this category.

 

Litter and Open Public Dumping

The Perry County Health Department does not address litter or solid waste material that leaves the roadway, public property, or private property, that enters a private property or public property. 

 

The Perry County Sheriff’s Office is responsible for litter violations and litter that leaves and enters properties from another property or person. 

Open Dumping on private or public property is the responsibility of the owner of the property unless it can be proven by the Perry County Sheriff’s Office where the materials originated from.

Hazardous Wastes, Substances, and Oils


All hazardous materials are regulated and inspected by the Ohio Environmental Protection Agency.  Any issues regarding hazardous materials on the surface of the ground or waters of the State should be forwarded to the Ohio Environmental Protection Agency.
