A full-time, permanent position within our Environmental Health Division. Under the supervision of the Director of Environmental Health, this position protects and improves public health through the administration and enforcement of environmental health programs — with primary responsibility for the Sewage Treatment Systems program and the Solid Waste and Construction & Demolition Debris program. Compensation is commensurate with experience.

The Perry County Health Department is seeking a dedicated and experienced professional to serve as our Director of Administrative Services. This leadership position ensures the organization operates with strong financial stewardship, effective human resource management, and a commitment to continuous improvement and public health excellence.

Working directly with the Health Commissioner, the Director oversees the agency’s financial operations — including budgeting, payroll, purchasing, grant management, audits, and fiscal reporting — and provides leadership for human resources functions such as recruitment, employee relations, workforce development, benefits administration, and personnel policy compliance. The Director also leads the agency’s public health accreditation efforts and supervises key administrative staff.

Candidates should possess a degree in a finance-related field or equivalent experience, with knowledge of accounting, auditing, business administration, or organizational financial management. Strong communication skills, proficiency in Microsoft Excel, and the ability to prepare and analyze financial reports are essential; a valid Ohio driver’s license is required. Candidates with a bachelor’s degree and experience in governmental accounting, fiscal audit management, quality improvement, or performance management are encouraged to apply.

The Director serves as the senior leader of the Nursing Division, providing strategic direction, operational oversight, and clinical leadership for public health nursing programs and services. Reporting to the Health Commissioner, the Director supervises nursing staff, manages division budgets and resources, oversees grant-funded programs, ensures compliance with federal, state, and local regulations, and promotes continuous quality improvement.

Key responsibilities include immunization services, communicable disease surveillance and response, vaccine programs, clinical operations, community outreach, emergency preparedness, and specialized programs such as Children with Medical Handicaps (CMH) and Project DAWN. The Director works collaboratively with healthcare providers, schools, community organizations, emergency response agencies, and government partners to improve public health outcomes.

Minimum qualifications: Licensed Registered Nurse (RN) in Ohio; minimum of five years of nursing experience; valid Ohio driver’s license and proof of insurance; and experience in program management, leadership, public speaking, community engagement, and partnership development.

Preferred qualifications: Bachelor’s degree in Nursing; experience with public health program development and policy implementation; Incident Command System (ICS) training; proficiency in Microsoft Office; and strong written and verbal communication skills.
